Greetings of hope and Peace from the Samahang Operasyong Sagip (SOS)!
Typhoon Sendong (international code name: Washi) washed away entire villages as it whipped the southern part of the Philippines in the early hours of Saturday, December 17. In its aftermath, Typhoon Sendong left a trail of flattened homes, broken bridges and upended vehicles in the Northern Mindanao Region. The cities of Cagayan de Oro and Iligan on the island of Mindanao were worst hit when typhoon hit shore late on Friday and early on Saturday, sending torrents of water and mud through villages and stripping mountainsides bare.

According to the National Disaster Risk Reduction and Management Council (NDRRMC), typhoon Sendon affected a total of number of 26,928 families or 142,961 person in 190 barangays, in 24 municipalities and cities in the 13 provinces of Region VI, Region VII, Region IX, Region X, Region XI, CARAGA and the ARMM. Death toll mainly caused by flashfloods and landslides which swept away houses into rivers and out to sea induced by Typhoon Sendong has reached 632, mostly were women and children (Philippine National Red Cross on the other hand, reported more than 800 persons dead); 16 persons were injured; 432 were rescued while 82 persons more are still missing. As retrieval operations are still going on, thousands of families are still staying in evacuation as their houses were destroyed and swept away by flash floods. The NDRRMC reported that a total of 6,917 houses were damaged.

SOS’ network partners in the affected regions are right now responding to the disaster situation and are appeal for immediate assistance. The Panday-Bulig Relief and Rehabilitation Center, Rural Missionaries in the Philippines-Northern Mindanao and the Community-Based Health Services Association-Mindanao reported that the affected population are in great need of food, water, clothing, blankets, medicines, etc.

Let us make the season of Advent a season for helping and sharing as we share and give our help to the families severely affected by Typhoon Sendong. At least 403 families or 1,637 residents in Irosin and Juban towns in Sorsogon evacuated their homes before dawn Tuesday due to lahar flows from heavy rains.

The National Disaster Risk Reduction and Management Council said Tuesday evening the lahar flow reached at least 50 houses, damaging three of them.

"Note that this is not a forced or preemptive evacuation. Evacuees evacuated out of their own discretion," the NDRRMC said in a progress report Tuesday evening.

It added that at least three houses were partially damaged but not totally covered by the mudflow.

The NDRRMC said the lahar flow occurred in Irosin and Juban at 1 a.m. Tuesday, following heavy rains Monday night.

Included among the evacuees were 216 families (702 people) from Irosin and 187 families (935 people) from Juban.

While those from Juban decamped Tuesday afternoon due to improved weather conditions, some 20 families (100 people) in Monbon village in Irosin were moved to neighboring houses while a family of three in Bolos village in Irosin had its house washed out.

Local disaster management officials said possible flooding could occur at nearby Juban town due to continuous heavy rainfall.

Public/Community Health Nursing is one of the least road taken in nursing practice but where the biggest challenge is found because of the deplorable health situation, especially in terms of health manpower. The global and national goal of Primary Health Care vision of “health for all and health in the hands of the people” requires nurses to use the Primary Health Care approach in delivering health services to the people in the rural areas. As community health development workers following the Primary Health Care approach, we uphold the following principles:

Health and illness are affected by so many factors such as social, political, economic, cultural, geographical, ecological and environmental factors.
Health is a basic or fundamental HUMAN right.
Empowerment, self-reliance and sustainability in health
Availability, accessibility, affordability, acceptability and relevance of health services.

Our commitment to uphold the above principles are obviously manifested in the activities that we do with the community people:

Our activities are not only limited to health education and health services but include training activities and other activities related to those factors affecting health.
We go to the far-flung areas that are short of fully-equipped barangay health centers, very minimal hospitals, if at all present, 1 doctor and 1 nurse for the whole municipality and 1 rural health midwife for one or two barangays.
We empower people and train them to become self-reliant and develop sustainable methods, instead of enhancing their dependence on a system that is not capable of providing complete basic health services.
We follow Dr. Noburu Iwamura’s maxim, “Why should I imperil the sick to come to me when I, a healthy doctor [and nurse or midwife] can go to them?”. We, therefore, deliver these services to where the people are and we live/immerse with the people.

Our passion to encourage future nurses and colleagues to work in this least chosen field of nursing practice challenged us to expose student nurses, other clinical instructors and other health workers to the far-flung areas with the biggest hope that if they will actually observe for themselves the actual health realities out there, then they will be enticed to serve in these areas where 8 out of ten Filipinos get sick without having felt the hands of a caring doctor or nurse.

Now, with the illegal raid and abduction of the 43 COMMUNITY HEALTH WORKERS in Morong, Rizal and whose rights were allegedly violated by the supposed protectors of the masses, and with the interrogation that two nurses and two students experienced in Benguet by the police, allegedly because of the red alert situation brought about by the Morong raid and abduction, we are now very fearful of the same possible violation of human rights as we go to the far-lung areas. We are fearful that the people’s and our mission, values, goals and principles of Primary Health Care will further go down the drain. We are the more fearful that all nurses in the Philippines will leave the country because 43 defenseless (no guns to protect themselves) community health workers were abducted by 300 (not only 43) armed commissioned men. We are MOST FEARUL because dedicated doctors, nurses and health workers whose “guns” are their principles and ideals of service are now equated to armed rebels. And because of that, they can just be helplessly abducted, blindfolded, and tortured.

We are one with all the rest who are calling on the Arroyo administration to:

RELEASE the detained 43 COMMUNITY HEALTH WORKERS (doctors, nurse and trained community volunteer health workers), show them in front of the public so they can answer the allegations they are accused of.
STOP using dedicated and defenseless community health workers (doctors, nurses, midwives and trained community volunteers) as scape goats to your inability to end the insurgency problem in the country!!!
STOP equating defenseless doctors and nurses-to-the-barrios as armed rebels and STOP forcing arms into their hands which they are not capable of holding or manipulating!!!
PROVIDE sustainable job opportunities in the rural areas for the thousands of nurses who graduate every year!!!

MANILA — When the 43 arrested health workers were brought to the auditorium of the Court of Appeals, each was handcuffed to a soldier. If they were going to the rest room, they would be accompanied by the soldier assigned to them. Only when they enter the rest room would their handcuffs be removed. This went on for some time, before lawyers asserted that the handcuffs be removed and the detainees allowed to confer with their lawyers and family members.

MANILA — The Armed Forces of the Philippines (AFP) deployed around 300 men, a battalion, to arrest them in the morning of Feb. 6. The health workers were handcuffed, blindfolded and held in isolation for days. When they had to answer nature’s call they were each led by a military officer who pulled down their underwear for them. They were interrogated and denied sleep for days.
